1.总则:Principles

努力学习,按时完成教学任务;

遵守法律法规,尊敬师长,团结同学;

保持宿舍整洁,尊重中国社会风俗;

维护和增进各国学生之间友谊

2. 校园安全条例 Regulations of Campus Life

1)学校应当维护校园正常秩序,保障外国留学生的正常学习和生活。

2)外国留学生应当自觉遵守中国公民公认的道德规范,自觉遵守学校管理制度,创造和维护文明、整洁、优美、安全的学习和生活环境。

3)学生不得有酗酒、打架斗殴、赌博、吸毒、贩毒,传播、复制、贩卖非法书刊和音像制品等违反治安管理规定的行为;不得参与非法传销和进行邪教、封建迷信活动;不得从事或者参与有损社会公德的活动。

4)学校尊重国际学生的民族习俗和宗教信仰,但不提供宗教活动场所,任何组织和个人不得在学校进行任何宗教活动。

5)外国留学生可以参加经批准成立的校内学生联谊团体。学生团体应当在宪法、法律、法规和学校管理制度范围内活动,接受学校的指导和管理。

6)外国留学生参加勤工助学活动应当遵守法律、法规以及学校、用工单位的管理制度,办理勤工助学活动所需的签证手续,但不得就业、经商或从事其他经营性活动。

7)外国留学生举行集会、游行、示威等活动,必须按法律程序和有关规定获得批准。对未获批准的,学校将依法劝阻或者制止。

8)外国留学生使用计算机网络,应当遵循中国政府和学校关于网络使用的有关规定,不得登录非法网站、传播有害信息。

9)自行车、电瓶车进出校门必须慢行,不准骑车带人。严禁酒后骑车,校内行驶速度不能超过5千米/小时。

3. 学籍管理规定: Regulations for Academics

1)考勤

留学生在校期间应自觉遵守学习纪律,按时上课,不得无故旷课、迟到和早退。学习期间不得请假旅行,利用周末外出旅行不得影响正常学习。

2)休学

留学生因病或因事不能继续在华学习,由本人持休学申请书和医院证明,经相关学院同意后到留学生办公室办理休学手续。经留学生办公室批准后,缩短居留许可,办理离校手续。

休学期限一般为一学期或一学年,因服兵役休学的累计不得超过两年。

留学生休学前所获学分,自休学之日起保留一年(因服兵役休学可保留两年)

自费生申请休学时所在学期缴纳的学费一律不退。

休学者凭休学证明按规定时间复学。因病休学者,复学时需出示康复证明。休学期满不按时到校复习将按自动退学处理。

3)转学

在我校学习的留学生,若中途提出转学申请,请凭录取学校的通知书并经相关学院同意后到留学生办公室办理转校手续。

4)退学

留学生因故退学,应向相关学院提出书面申请,由学院签署意见后报留学生办公室,得到批准后办理离校手续。

自费生申请退学时,所在学期缴纳的学费一律不退。

5)请假规定

学生个人因事、因病请假离开学校,必须提交有关请假证明资料及书面理由,因病请假须附医院出具的病假条或病情证明。请假三天以内由辅导员或班主任审批;三天以上至一周以内,由辅导员或班主任签署意见,学院审批;一周以上由学院签署意见,相关职能部门审批。学生一学期请假累计超过一个月,或个人因事、因病不能继续学习,须按有关规定办理休学或退学手续。

6)奖励与处分

学校对遵守学校纪律,学习成绩优秀的留学生,学校给予表彰和奖励。

学校对违反校纪、旷课、破坏公共财物、打架斗殴或有其它不良行为者,视情节轻重,分别给以警告、严重警告、记过、留校察看、勒令退学、开除学籍的处分。

留校察看及以上处分一经决定,除向留学生本人宣布外,学校还将视情况和需要,通知留学生所在国驻华使馆、代表机构、派遣单位或家长。

留学生如有违法行为,公安机关将按照中国的有关法律处理,学校也将给予相应的处分。

4. 留学生公寓住宿规定:Regulations of Accommodation

1)留学生公寓房间内有以下基本设施:独立卫生间、基本家具、电灯、空调、冰箱、电视机、电水壶、互联网接口、公共洗衣房。发生故障时请到管理室报修,故意损坏者需要赔偿。

2留学生公寓禁止使用大功率的电器:如热得快、电热毯、电吹风、电加热器、电饭褒、电磁炉等。如果管理人员发现使用大功率危险电器,有权力制止、没收、罚款,或者拒绝继续入住留学生公寓。

3住宿费需按学期缴纳。如果在规定的报名注册日之前入住或学期结束后延迟退房,则需要按日付费。

4学期末需要保留房间到下学期的学生(包括奖学金生和自费生),必须在学习期满之前办理续住,否则将默认为退宿,不再为您保留房间。学习期满退房时间为每年1月末和7月末。

5免收住宿费的学生可以入住学院预先安排好的房间(双人间),需要单人住宿的同学,在有空余房间的情况下可以提出申请,获得批准后需要补交房间的差价。

6居住双人间的学生,若中途室友退房,学院将在一周内将调整房间,如不接受调整需支付另一床位的费用。

7留学生公寓只提供给留学生本人居住,禁止将房间提供给他人居住,不得留宿他人过夜。

8禁止搬动房间内的家具等设施,如有拆卸家具的现象,则必须复原或赔偿。

9需要更换宿舍,必须提出申请,未经同意,不得私自换房。如有特殊要求者请申请校外居住,不允许拒绝室友入住。

10不得在宿舍内及宿舍楼前聚会聚餐、酗酒吵闹、大声播放音乐,以免影响其他学生休息、学习,违反者将被退宿。

11宿舍内禁止烹饪,不得在楼道里摆放餐具或其他物品,以免造成安全隐患,违反者将被退宿。

12校外访客访问宿舍楼只能在允许时间段访问,且必须在宿舍管理员处登记。

1. Principles

(1) Study hard and finish your study tasks diligently.

(2) Follow the rules and regulations of the university.

(3) Respect the teachers and other personnel of the school.

(4) Students should respect each other, be friendly and cooperative.

(5) Respect the sanitary regulations in the dorm and of others in the class.

(6) Abide by the relevant laws and regulations of the Chinese government.

(7) Respect the social customs and traditions of people from different countries.

(8) Protect and advance friendship between people of every country.

2. Regulations of Academics

(1) Attendance

International students shouldmaintain discipline of the school which means attend classes on time, and should not be absent, late or leave early for no reason. During the study period, students are not allowed to travel. If students have travel on weekends, students should make sure that their normal study will not be affected.

(2) Suspension of schooling

If international student is unable to continue his/her study in China due to illness or personal issues, he/she shall present his/her suspension application form and hospital certificate. Student need to go to the international student affairs office to handle the suspension procedures with the consent of the relevant school. After the approval of the international student affairs office, the residence permit should be shortened and the departure procedures should be completed.

The period of suspension of schooling is normally one semester or one academic year, and the cumulative suspension of schooling due to military service shall not exceed two years.

Credits earned before the suspension of study will be retained for one year from the day of suspension (two years for military service suspension).

The tuition fee paid by self-funded students in the semester when they apply for suspension is not refundable.

A student should go back to school on the time of the certificate of suspension. If the suspension was caused by illness, the student should show the rehabilitation certificate. If the student does not arrive at school on time, he/she will be treated as an automatic drop-out.

(3) Transfer school

If a student who studying in our university apply for transfer to another university during the study period, he/she should submit the admission notice of the receiving university. After the approval of the relevant school, he/she can go to the international student affairs office for transfer procedures.

(4) Drop out

If a student wants to drop out of school for any reason, he/she should submit application to the relevant school. After school signed the application, the student should submit it to the international student affairs office and go through the procedure of leaving school.

Self-funded students apply to drop out of school, the semester in which the tuition fees are not refundable.

(5) Absence requirements

If a student leaves the school due to illness or personal issues, he/she must submit relevant materials and ask for leave with written reasons. For sick leave, he/she must show hospital records. If student leave school three day or less than three-day, the student need approval from the instructor or class teacher. If more than three days but less than one week, the student need the instructor or class teacher signed and school approval; if more than one week, the student need the school signed and approval of the relevant functional departments. When absence is accumulated more than one month in total in one semester, he/she should go through the procedures of suspension or withdrawal according to relevant regulations.

(6) Rewards and punishments

The university will commend and reward international students who abide by the university discipline and have excellent performances at school.

The school shall, depending on the seriousness of the circumstances, give warning, serious warning, record of demerit, academic probation, academic dismissal, and expulsion to the student who absents class, damages public property, fights with other students or violates any university regulations as well as government laws.

Once a decision of a punishment harsher than academic probation is reached, the university shall announce the decision to the students, and also inform the embassy of their home country in China, their representative office, dispatching unit or parents if there is a need.

The public security bureau shall deal with international students’ illegal behaviors in accordance with the relevant Chinese law, and the university will also give corresponding sanctions.

3. Regulations of Accommodation

Any student living in the dormitory should obey the following regulations:

(1) Students’ hostel is for students’ living and study and therefore should be kept clean, quiet and safe in order to contribute to a pleasant living and study environment. Students are not allowed to disturb others’ study or rest, for example, dancing, loud music, late parties, shouting etc. are forbidden.

(2) Changing rooms without permissions or over-occupying furniture is not allowed.

(3) Any illegal activity which will violate either Chinese law or school regulations will not be tolerated.

(4) Good sanitary and hygiene practices should be maintained at all times both inside and outside the dorms. Passageways should remain unblocked. Piling up in the corridor or scribbling or posting is not permitted.

(5) Public property should be well cared for. Equipment should not be damaged, dismantled or tampered with in any way. Any damage or missing should be compensated.

(6) Drinking alcohol in the dorm is forbidden.

(7) Students should save water and electricity. Overuse of water and electricity will be charged accordingly on a monthly basis. Water faucet, light or other facilities should be turned off before leaving the dorms.

(8) Observe fire regulations all the time. Electric cookers, heaters and stoves are not allowed. Combustibles and explosive substances are not allowed. Students who violate the rules will be fined.

(9) Students should observe the daily schedule of the university. In the weekdays they have to be back in the room before 23:00pm.

(10) Students of opposite sex are prohibited to stay overnight or live together in the room. Violating students will be recorded and expelled.

4. Regulations on vehicles

(1) One bike or e-bike is for one person only. Students should ride bicycles or e-bikes slowly when going through the gate.

(2) Students should take care of their vehicles. Those who buy new ones should go to the relevant departments to register and pay taxes.

(3) Those who buy second-hand bicycles or e-bikes should ask for the receipt, change the names of holders and register in police station.

(4) Driving a car without a Chinese driving license is forbidden. Drunk riding or driving is strictly prohibited and will be severely punished.

5. Other regulations

(1) China respects and protects freedom of religious belief and all religions are equal. According to Chinese laws, any religious group or follower is not allowed to preach, publicize theism, give out religious leaflets, and publish religious books disapproved by competent authorities. Anyone who violates the laws and regulations will be subject to legal punishment.

(2) All the activities of international students should aim at study and friendship instead of interfering with Chinese social order, infringing upon the rights and welfares of other people or endangering the national security and benefits of China.

(3) International students are strictly forbidden to be involved into Alcohol abuse, gambling, fighting, drug use or trafficking, distribution or exhibition of propagating books and tapes.

(4) International students’ religions are respected; however, places are not offered to religious activities inside university.

(5) International students cannot take part in part time job or internship unless they get the official permission from the international students’ office and complete the special visa application.
